Of course there are a lot of LJ users who are inactive, or rarely post, and so have short flists and low popularity. There are comparatively few with high popularity numbers. This skews the distribution–it is not normal (bell curve). It is much more likely to fit a Gamma or even Exponential (which is a special case of Gamma) distribution.
